An electrode complex (100) is equipped with a hollow member (10) having a hollow part (1), an oxygen supply part (4) for supplying oxygen to the hollow part, and an oxygen transmission part (5) for transmitting the oxygen supplied to the hollow part. The electrode complex is further equipped with: an electrode (30) which is disposed to the outside of the hollow member in the oxygen transmission part, and which is formed by laying, in order from the oxygen transmission part side, an oxygen-permeable water-repellent layer (31) and a conducting layer (32); and a cushioning member (20) which is pressure-resistant and is disposed in the hollow part. The electrode complex is air-permeable from the oxygen supply part to the oxygen transmission part. A microbial fuel cell is equipped with the electrode complex and a negative electrode (40) that carries microbes.
