The apparatus (1) comprises a container (4) containing the liquid (6) which includes one pharmaceutically active substance such as gentamicin sulfate solution. A resilient head (8) made of biocompatible elastomer applies the liquid onto the to-be-coated surface. The resilient head is connected via one channel (12) with the interior of the container. The container is formed with elastic walls, so that the liquid flows through the channel to the surface of the head, during the application of manual pressure on the elastic container walls.
