A turbine comprising: a blade; and a structure which is formed to surround a periphery of the blade and rotates relative to the blade, wherein an annular groove that ensures a gap from a tip end of the blade is formed at a position of the structure corresponding to the tip end of the blade, at least one seal fin protrudes from the tip end of the blade toward a bottom surface of the annular groove, and a small gap in a radial direction is formed between the tip end of the seal fin and the bottom surface of the annular groove, among the seal fins, assuming that an axial distance between the upstream end side seal fin disposed on the upstream end side of the blade and an upstream end of the blade is L and an axial distance between the upstream end of the blade and an inside surface on an upstream side of the annular groove is Bu, the upstream end side seal fin is disposed to satisfy: L/Bu≦0.1, a small annular groove is formed in the annular groove at a position corresponding to the upstream end of the blade, and the upstream end side seal fin is disposed on the upstream end side of the blade among the seal fins is disposed to be in the same plane as an inside surface on a downstream side of the small annular groove.
