PURPOSE:To obtain an inexpensive foam sheet for a cosmetic utensil reduced in discoloration and deterioration and capable of being colored to get any color. CONSTITUTION:A foam sheet 11 for a dressing utensil is obtained by forming a foamed resin layer on the single surface of a release sheet such as a nonwoven fabric, a fabric or a knitted fabric and bonding a sponge material 14 such as urethane foam or NBR foam rubber to the foamed resin layer 13. The broken surface 15 of the foamed resin layer formed by peeling the release sheet is utilized as the skin of the foam sheet 11.
