The offender detection device (10) is provided with an offense detection unit (12), an image acquisition unit (11), and a habitual offender detection unit (14). The offense detection unit (12) detects pedestrian or bicyclist traffic offenses. The image acquisition unit (11) acquires images of the offender of a traffic offence detected by the offense detection unit (12). The habitual offender detection unit (14) detects that the offender is a habitual offender if the person appears as an offender in multiple images that were acquired by the image acquisition unit (11) and that were captured at different days and times.
