A communication method by which a base station performs a random connection process with a terminal is provided. The communication method can comprise the steps of: identifying a random connection priority of a first terminal by using a first preamble received from the first terminal; and determining whether to transmit a random connection response message to the first terminal according to the identified random connection priority.
