A convergence pattern selection unit (10A) sequentially generates a plurality of different patterns on the basis of designated initial conditions, selects, as a convergence pattern, a pattern in which assessment values have converged on an extreme value, changes the initial conditions once said convergence pattern is selected, and repeatedly thus performs convergence pattern selection. A transmission pattern determination unit (10B) selects, from among the convergence patterns obtained by the convergence pattern selection unit (10A), the convergence pattern with the highest assessment value as the optimal transmission pattern. As a result, an optimal transmission pattern with a better assessment value is retrieved. |
