a light source that radiates an illumination light; and a measurement unit that measures measurement light that is reflection light obtained by reflecting the illumination light by a measurement object or transmitted light obtained by passing the illumination light through the measurement object, wherein an illumination region that is a region in which the measurement object is illuminated by the illumination light is smaller than a measurement region that is the region of the measurement object measurable by the measurement unit, and is included in the measurement region.
