PURPOSE:To enable a hose or the like to be extended to a desired position and put in storage, by urging a reel in the direction, in which the hose or the like is wound, by a spiral spring further stopping rotation of the reel in the desired halfway position of the hose or the like by a rotation control means. CONSTITUTION:If a hand is detached from a hose 2 drawing it out in a position P2 when an adapting piece 65 is placed in a position P1, a device, which rotates an annular member 51 in an urging direction 47 by a spiral spring 41 guiding the adapting piece 65 by the first step differenced surface 57 to reach a stop recessed part 59 via a position P3 from the position P2, stops the hose by fitting the adapting piece 65 of a stopper 52. Next the device, if the hose 2 is a little drawn out when it is stored, moves the adapting piece 65 to escape from the recessed part 59, and the adapting piece 65, which moves over the second step differenced surface 62 from a tilt surface 61 via a guide surface 60 moving from a position P6 to P7, is relocated to an outer annular groove 54. And if the hand is released, the hose 2 is wound by the spring 41, then the adapting piece 65, continuously running riding over the third step difference surface 63 of the groove 54, stops in a condition that a stopping piece 8 is adapted to an adjusting cylinder 7. While the hose, when its winding is stopped in the halfway, is pulled, and the hand is released by moving the adapting piece to positions P10-14.
