PURPOSE:To maintain a stable combustion condition irrespective of the generation of bubbles in a slow passage, by generating an idle-up command when it is detected that an engine is at idling after warming-up, and the idling condition continues for a predetermined time or more. CONSTITUTION:During operation of an engine, a control circuit 20 determines whether or not a cooling water temperature detected by a water temperature sensor 12 is greater than a predetermined value. If YES, that is, it is determined that engine warm-up has been completed, the control circuit 20 reads an output from a current sensor 17 for detecting a load current to be supplied to an electrical load such as a headlight and an air conditioner. When the load current is greater than a predetermined current, an idle-up command is generated. On the other hand, when the load current is less than the predetermined current, it is determined whether or not the engine is at idling. If the idling condition continues for a predetermined time, the idle-up command is generated. Accordingly, a three-way solenoid valve 6 is excited to open a vacuum supply passage 4 and rotate a throttle valve 2 in a valve opening direction through a throttle opener 3.
