PURPOSE:To hold an outer cylinder inside the cylindrical body to be welded with the projection of a clamp lever and link joined part to the outer periphery of the outer cylinder by operating with fluid pressure by providing the clamp lever to rotate in the radial direction on one end part of the outer cylinder to hold a welding equipment on the inner part and the plural links to support freely rotatably the one end on the shaft center part of the other end and to join freely rotatably the other end. CONSTITUTION:The air is fed inside air feeding path 31 by inserting an outer cylinder 1 into a pipe and by switching a valve 34. Then it enters a cylinder chamber 9c through by-pass path 32, moving a piston 14 to the right part, rotating to the outer part the tip of clamp lever 6 via inner peripheral guide 5 and projecting the end face of the outer part thereof to the outer part than the outer peripheral face of the outer cylinder 1. The outer cylinder 1 is held as well on the inner peripheral face of the pipe by feeding the air into cylinder chamber 22c from the air feeding pipe 33, by moving piston 23 to the left direction and by projecting to the outer part than the outer peripheral face of the outer cylinder 1 the joined part with rotating links 27a, 27b by the movement of connector 26.
