PURPOSE:To simplify incorporating and releasing of a terminal equipment to and from a system and lighten burden of a worker by making a control device send out the first transmission telegram including the first unused address information retrieved from a control table and making a terminal equipment update address information of a storage section by the first address information. CONSTITUTION:A control section 6 sets address information LC of a control device 2 to an address section G, and sets address information FFFF to a transmitting section H, and forms a telegram P1 in which a data section D is a blank. The telegram P1 is sent out to the control device 2 by a transmitting section 8 through a LAN 1. A processing section 12 examines whether the address information of the sender H of the telegram P1 in a register 11 is FFFF or not. For instance, in the case where flag information is not set in the flag column K3 of a control table 3, a telegram Q1 is formed and set to a register 13 for transmission. The control section 6 stores address information 00NA of the data section D' of the telegram Q1 in an address area 30, and up dates address.
