1. A communication apparatus comprising:
a packet output unit that performs normal transmission of a normal packet and retransmission of at least one retransmission packet; a feedback receiver that receives a retransmission request that designates the retransmission packet and requests retransmission, the feedback receiver receiving designation of packets for retransmissions, and the designated retransmission packets including (i) first one or more retransmission packets and (ii) second one or more retransmission packets; a controller that determines that a retransmission packet requested by the received retransmission request is to be transmitted or is scheduled to be transmitted, based on an amount of data to be transmitted or scheduled to be transmitted for a predetermined period, the controller determining (i) the first one or more retransmission packets to be transmitted to a target apparatus during a first predetermined period, based on a first amount of first data to be transmitted to the target apparatus during the first predetermined period and (ii) the second one or more retransmission packets scheduled to be transmitted to the target apparatus after the first predetermined period; and a continuous media data output unit that outputs contents at a designated target transmission rate, the contents including the first data and second data, the designated target transmission rate for the first data being a first target transmission rate and the designated target transmission rate for second data scheduled to be transmitted to the target apparatus during the second predetermined period being a second target transmission rate, the second predetermined period being a period immediately after the first predetermined period, wherein the packet output unit transmits (i) the first data at the first target transmission rate and the first one or more retransmission packets to the target apparatus during the first predetermined period and (ii) the second data at the second target transmission rate and one or more retransmission packets included in the second one or more retransmission packets to the target apparatus during the second predetermined period, wherein the controller instructs the continuous media data output unit to decrease the target transmission rate when a number of retransmission packets determined not to be scheduled to be transmitted for a unit time is larger than a predetermined amount, and wherein the controller decreases the target transmission rate from the first target transmission rate to the second transmission rate when a total number of the second one or more retransmission packets is greater than the predetermined amount.
