A structure comprising: a light emitting device comprising a semiconductor device; a first wavelength converting material, wherein the first wavelength converting material comprises a nanostructured wavelength converting material, the nanostructured wavelength converting material comprising particles having at least one dimension that is no more than 100 nm in length; and a second wavelength converting material, the second wavelength converting material comprising a ceramic phosphor disposed in direct contact with the light emitting device; wherein the first wavelength converting material is spaced apart from the light emitting device; and wherein the first wavelength converting material is disposed in a sealed enclosure formed by a first dielectric layer that forms an enclosure around a bottom and sides of the first wavelength converting material and a second dielectric layer disposed over a top of the first wavelength converting material, wherein the first and second dielectric layers are different materials, and wherein the second dielectric layer is in direct contact with the first wavelength converting material.
