evaluating network conditions between a mobile station and a base station to generate an indication signal after a first handover is completed when a message is transmitted unsuccessfully during the first handover; re-transmitting the message according to the indication signal, wherein the step of re-transmitting the message according to the indication signal, comprises: evaluating a probability of occurrence of a second handover according to the indication signal when the message is not transmitted successfully; and re-transmitting the message according to the probability of occurrence of the second handover. |
