A monitoring method for determining necessity of charging prohibition, comprising: acquiring a potential that is output from an output signal line of a comparator circuit, the comparator circuit comprising a first outer terminal connected to a positive electrode of a battery cell,a second outer terminal connected to a negative electrode of the battery cell,a switching element having (i) a first terminal to which a voltage applied to the first outer terminal is directly applied, (ii) a second terminal connected to a first fixed potential supply source, and (iii) a control terminal that controls conduction between the first terminal and the second terminal in response to an applied voltage,a voltage regulating unit that has one end connected to the second outer terminal and another end connected to the control terminal and to a second fixed potential supply source, and that regulates the voltage applied from the second outer terminal to the switching element, andthe output signal line connected to a connecting portion of the second terminal and the first fixed potential supply source; judging whether or not the acquired potential is a potential of the first or second fixed potential supply source; and determining that a voltage of the battery cell is equal to or less than a charging prohibition voltage in a case in which it is judged that the acquired potential is the potential of the first or second fixed potential supply source.
