摘要 A method and system for formulating an SINR metric for cells using only the existing RSRP and RSRQ measurements. With this method and system side information is exchanged between eNBs of an E-UTRAN using the X2 interface where the X2 interface carries the X2 Application Protocol (X2AP). The side information is introduced either within X2AP messages exchanged between eNB nodes or via modification of existing X2AP messages. Serving cell system information block (SIB) messages may also be modified or new SIB messages introduced to facilitate computation of an SNIR metric at a UE.

A method for controlling user equipment (UE) mobility comprising: identifying a plurality of candidate cells, each of the plurality of candidate cells corresponding to a target cell for UE handover; receiving, from a UE, at least one of: a reference signal receive power (RSRP) measurement of a serving cell and a neighboring cell of the plurality of candidate cells; ora reference signal receive quality (RSRQ) measurement of the serving cell and the neighboring cell of the plurality of candidate cells; and, transmitting, to the UE, a handover message indicating the target cell based upon at least one of the received RSRP or RSRQ of the serving cell and the neighboring cell, and side information exchanged between the serving cell and the neighbor cell, wherein the side information comprises an average transmit power level of data Resource Elements (REs) divided by an average power level of Reference Signal Resource Elements (RSRE) for the neighbor cell.
