identifying a reference picture set from the video bitstream, wherein the bitstream includes at least one flag corresponding to at least one reference picture of the reference picture set, wherein a current picture associated with the reference set is encoded in the bitstream; and decoding the current picture from the bitstream using inter prediction with the reference picture set; and praising the at least one flag, wherein the at least one flag indicates keeping the at least one reference picture for decoding subsequent pictures. |
