A water-based environmentally-friendly rust removal and resistance coating liquid consists of the following components in parts by weight: 20 to 30 parts of deionized water, 5 to 15 parts of rust removal and prevention agent, 2 to 8 parts of film coalescing aid, 2 to 4 parts of antifreeze, 0.3 to 1 part of defoamer, 40 to 70 parts of film forming substance, and 0.3 to 1 part of base material wetting agent. The film forming substance may be vinyl multi-component copolymerization vinylidene chloride emulsion having a solid content of 40%, and the rust removal and prevention agent may be tannic acid.
