The present invention relates to the technical field of communications. Disclosed are a spectrum resource allocation method and apparatus, for use in resolving the problem of great network load of a base station or great power consumption of a device in the prior art, spectrum resources comprising a first spectrum resource pool and a second spectrum resource pool, and each of the first spectrum resource pool and the second spectrum resource pool comprising at least one spectrum resource element. The method comprises: a base station receives cluster member information sent by each cluster head device; and allocate, to each cluster head device, a spectrum resource block comprising at least one spectrum resource element from the first spectrum resource pool according to the cluster member information, so that the cluster head device broadcasts, in a cluster, spectrum resource information of the spectrum resource block, and a cluster member device monitors the spectrum resource block and transmits data by using an idle spectrum resource element in the spectrum resource block. The present invention is applied in a spectrum resource allocation process. |
