The disclosure discloses a scheduling method and system, a terminal, a sending method, a base station and a scheduling method for the base station. The scheduling method for a base station, provided by the disclosure, includes that: after uplink Semi-Persistence Scheduling (SPS) is activated, response to an uplink Scheduling Request (SR) initiated by a terminal is refused; a Buffer Status Reporting (BSR) sent by the terminal at an uplink SPS period point is acquired; and according to the BSR, a service of the terminal is dynamically scheduled. The method of the disclosure can improve a stability of an uplink SPS service and reduce resource waste. |
