In systems and methods of determining a transmission order of packets in a wireless communication network, one method includes determining an efficiency of time frequency frame allocations performed by a network node over a predetermined period of time. The method also includes determining when the efficiency of the time frequency frame allocations is below a threshold. The method further includes rearranging two or more time frequency frames in one or more time transmission intervals when the efficiency of the time frequency frame allocations is determined to be below the threshold.

1. A method for determining a transmission order of packets in a wireless communication network, comprising:
determining an efficiency of time frequency frame allocations performed by a network node over a predetermined period of time, wherein determining the efficiency comprises determining a quantity of data packets segmented across one or more transmission time intervals over a period of time; rearranging two or more time frequency frames in the one or more time transmission intervals when the quantity of data packets segmented across the one or more transmission time intervals over the period of time is determined to be below a threshold; and transmitting the packets to a wireless device based on the two or more time frequency frames.
