A ceramic multilayer substrate (100) is provided with a ceramic insulator layer (CL) that includes a first layer (1), a second layer (2), and a third layer (3), the first layer (1) being sandwiched between the second layer (2) and the third layer (3); an internal pattern conductor (4); an external pattern conductor (5); and external electrodes (6A, 6B). The ceramic insulator layer (CL) is sandwiched between the internal pattern conductor (4) and the external pattern conductor (5). The sintering shrinkage starting temperature of the second layer (2) alone or the third layer (3) alone in a green sheet state is greater than or equal to the sintering shrinkage starting temperature of the first layer (1) alone in a green sheet state. The thickness of the ceramic insulator layer (CL) is 5.0 µm to 55.7 µm, inclusive. The ratio of total of the thickness of the second layer (2) and the thickness of the third layer (3) to the thickness of the first layer (1) is 0.25 to 1.11, inclusive.
