An adaptive offset filter (60) adds an offset to each pixel value in an input image, references adaptive offset-type designation information, sets the offset attributes in a target unit region in the input image, decodes an offset having a bit width corresponding to an offset value region included in the offset attributes thus set, and adds the offset to each pixel value in the input image.
