The embodiments of the present invention provide an uplink control-information transmission method, terminal device, base station, and system. The transmission method comprises: first, the terminal device determining the information bit sequence of uplink control information to be transmitted; next, determining a first sequence according to said information bit sequence, said first sequence being a phase-linear complex exponential sequence; last, the terminal device sending the to-be-transmitted uplink control information to the base station by means of the uplink control channel; the uplink control channel occupying a number N of symbols, N being a positive integer, the signal ratio carried by the symbol I of the N symbols being proportional to the product of the first sequence and the second sequence, and the second sequence being a cyclic shift sequence. |
