An MCU (4) classifies the levels of the voltages across both ends of respective unit cells (C1 to C5) into levels “long discharge”, “normal discharge”, “short discharge” and “no discharge”, and on/off controls switches so that the unit cell (C4) having the level “no discharge” closest to a reference voltage is not discharged and so that, among from the unit cells (C1 to C3 and C5) having the other levels, the unit cell having a level farther from the reference voltage is discharged longer. |
