PROBLEM TO BE SOLVED: To provide a gradation reduction encoder which can suppress generation of pseudo contour, by improving the compression efficiency.SOLUTION: A gradation reduction encoder 1 for reducing the gradation of an original image comprises: gradation reduction means 10 for creating a gradation reduction image by distinguishing the noise components contained in an image and the signal components other than the noise components; encoding means 11 for creating an encoded image by encoding the gradation reduction image; decoding means 12 for creating a decoded image by decoding the encoded image; and gradation restoration/optimal filter information creation means 13 for creating optimal filter information required for a gradation restoration decoder 2 to restore the gradation by using the decoded image. |
