A method and apparatus for forming a seal (900) over a hole in a structure. The apparatus comprises a washer (304), a sleeve (302), and a fastener (300). The washer (304) has a first channel (318). The sleeve (302) has a second channel (314) and an expandable section. The sleeve (302) is positioned inside the first channel (318) in the washer (304). The fastener (300) has an elongate portion (308) positioned inside the second channel (314) of the sleeve (302) to cause at least a portion of the expandable section of the sleeve (302) to form a first interference fit with the washer (304).
