a user equipment; and a base station, wherein the user equipment comprises:
a processor, comprising hardware, configured to set a number of times of transmission of a preamble prior to receipt, by the user equipment, of a random access response comprising an index corresponding to a preamble successfully received by the base station; anda wireless transmitter configured to wirelessly transmit a preamble using a random access channel, to the base station; wherein the base station comprises:
a wireless transmitter configured to wirelessly transmit, to the user equipment, a report request for reporting information including the number of times of transmission of the preamble, wherein the report request is different from a response to a signal transmitted over the random access channel; and wherein the user equipment further comprises:
a wireless receiver configured to wirelessly receive the report request;wherein, the wireless transmitter of the user equipment is further configured to, in response to receipt of the report request, transmit the number of times of transmission of a preamble.
