broadcasting, by the first fixed station, a wake-up signal; receiving, from a vehicle by the first fixed station, a response signal including route information of the vehicle different from the first fixed station in response to the wake-up signal, the route information indicating a route of the vehicle; and uploading, by the first fixed station, data destined for a second fixed station, which is different from the first fixed station and the vehicle, onto the vehicle when the received route information includes the second fixed station on the route that the vehicle will take.
