PROBLEM TO BE SOLVED: To provide a conductive roller capable of forming high-quality images without the occurrence of a reduction in image density and unevenness in shading, a developing device, and an image forming apparatus.SOLUTION: There is provided a conductive roller including a shaft body, an elastic layer formed on an outer peripheral surface of the shaft body, and a urethane coat layer formed on an outer peripheral surface of the elastic layer. The urethane coat layer contains a urethane resin, and particles of the same type having different average particle diameters in an amount of 5 to 35 pts.mass relative to 100 pt.mass of the urethane resin. Also provided are a developing device, and an image forming apparatus. |
