PROBLEM TO BE SOLVED: To provide a lighting lamp which can provide a preferable light distribution characteristic not only in an irradiation area in an outgoing direction of light of LED but also in an area of the side opposite to the outgoing direction of light of LED (the ceiling side when an LED lamp is attached to ceiling) with a relatively simple constitution, to provide a lighting device using the lighting lamp and to provide a manufacturing method of the lighting lamp.SOLUTION: The lighting lamp 1 includes: a light-emitting part 6; a tubular jacket part 3 which allows the light-emitting part 6 to be arranged on an inner part thereof and transmits light emitted from the light-emitting part 6; and a light distribution control part 5 which is arranged on an inner part of the jacket part 3 so as to cover at least outgoing side of light of the light-emitting part 6 therewith, exerts at least one actuation selected from a group consisting of diffusion, condensation, light guide and polarization to light emitted from the light emitting part 6 and reflects at least a part of light emitted from the light-emitting part 6. |
