PROBLEM TO BE SOLVED: To improve accuracy of an estimation value using positioning information.SOLUTION: An estimation value calculation apparatus categorizes first portable terminals, which have stayed in a target area within a target period and to which positioning has been performed in any area at target time within the target period, into categories set in accordance with presence or absence of positioning in any area at initial time and end time during the target period, and calculates, as the number of categorized terminals of target area, the number of the first portable terminals that have been categorized into each category. The estimation value calculation apparatus categorizes, as a category, second portable terminals positioned in any area during the target period into the categories, and calculates, as the number of categorized terminals of all area, the number of the second portable terminals categorized into each category. Correction is applied to the number of portable terminals staying in the target area during the target period by using a ratio of the number of the categorized terminals of target area to the total number of the first portable terminals of each of the categories in the target time and a ratio of the number of the categorized terminals of all area to the total number of the second portable terminals and an estimation value of the number of staying persons in the target area in the target time is calculated. |
