PROBLEM TO BE SOLVED: To reduce delay time in video distribution while suppressing reduction in image quality.SOLUTION: A video distribution system comprises a decoder 5 comprising a parameter change determination unit 23 comprising: an encoding mode determination unit 31 for selecting an encoding mode in encoding video data on the basis of delay allowable time, which is time delay allowed for video distribution; and a delay allowable time distribution unit 32 for setting a parameter with which image quality is improved in encoding the video data within time when delay is allowed. Thereby, the image quality can be improved within an allowed delay time range in the case of video distribution. |
