Provided are a container molding apparatus (1) and a container molding method that have a configuration in which: a preform (10) that is heated to a predetermined temperature is disposed in a cavity (12) of a molding die (11); a filling nozzle (15) that is connected to a content-liquid accommodating portion (18) is engaged with a mouth portion (10a) of the preform (10); the inside of the cavity (12) is made to have a negative pressure while opening a seal member (20) that can open and close a flow path (16) between the content-liquid accommodating portion (18) and the filling nozzle (15); the negative pressure makes the preform (10) expand to form a container (30) having a predetermined shape along an inner surface of the cavity (12); and a negative pressure produced in the preform (10) during expansion guides a content-liquid (L) to the inside of the preform (10) from the content-liquid accommodating portion (18) through the filling nozzle (15).
