The present invention provides a service offloading method and apparatus, for use in resolving of the problem of failing to properly offload a service in service offloading modes in the prior art. The service offloading method comprises: according to a preset data transmission rate weight and a preset air interface throughput weight, determining to calculate an allocation proportion of a total throughput by using a proportional relationship of data transmission rates between a primary base station and a secondary base station and/or a proportional relationship of air interface throughputs between the primary base station and the secondary base station; and allocating the total throughput to the primary base station and the secondary base station according to the allocation proportion of the total throughput. The method makes the service offloading more proper. |
