According to the present invention, a wireless base station performs sufficiently accurate measurements using a measurement reference signal that is transmitted from a user terminal. This user terminal applies orthogonal frequency-division multiple access (OFDMA) to an uplink and is provided with: a generation unit that generates a measurement reference signal that is used for measurement at a wireless base station; a mapping unit that maps the measurement reference signal onto a wireless resource that is discontinuous in the time direction and/or the frequency direction; and a transmission unit that transmits the measurement reference signal to the wireless base station.
