[Objective] To provide an optical electrical field enhancing device capable of detecting Raman scattered light with high sensitivity. [Constitution] An optical electrical field enhancing device includes: a transparent substrate (10) having a structure of fine protrusions and recesses (23) on the surface thereof; and a metal structure layer of fine protrusions and recesses (24) formed on the surface of the structure of fine protrusions and recesses (23). The metal structure layer of fine protrusions and recesses (24) has a structure of fine protrusions and recesses (25), in which the distances (Wm) among adjacent protrusions are less than the distances (Wb) among corresponding adjacent protrusions of the structure of fine protrusions and recesses (23) of the transparent substrate (10).
