PROBLEM TO BE SOLVED: To properly grasp a congestion state of a parking lot without requiring much labor, time, and cost; and to simply provide that to a general user.SOLUTION: A parking area management file 105 manages a location and an area range of each parking lot. Probe information including an identification ID, positional information, and acquisition date of the positional information from an on-vehicle device is successively received through communication I/F102. A speed and the like specifying portion 107 specifies the moving speed of a transmission source of the probe information positioned in the area range of each parking lot, and whether the moving speed has tendency to reduce speed or increase speed, on the basis of the probe information. A staying number grasping portion 108 grasps a number of staying of automobiles mounted with the on-vehicle device in each parking lot on the basis of the information specified by the speed and the like specifying portion 107, grasps a congestion state of each parking lot according to a reference value such as a parking possible number of each parking lot, and provides that. |
