A thread state managing section (32) divides threads into groups and manages the state of the thread groups. An execution waiting queue (30) queues the thread groups waiting execution and being executed in order of priority and in an FIFO (first-in first-out) order in the same priority. An assignment list creating section (12) extracts thread groups from the first one of the execution waiting queue (30). Only if any of all the threads in a thread group one simultaneously assigned to a processor, the assignment list creating section (12) adds the thread group to a thread assignment list (18). A thread assigning section (14) assigns all the threads in the thread groups stored in the thread assignment list (18) to processors.
