PROBLEM TO BE SOLVED: To provide a planar heater that is thin and includes a graphene film following a shape required for a device, and a device including the planar heater.SOLUTION: There is provided a planar heater that comprises: a first base material 1; a graphene film 3 disposed on the first base material 1; and an electrode 11. In the planar heater, the graphene film 3 has a thickness of 0.3 nm or more and 7.2 nm or less, and a sheet resistance of 1.0 k&OHgr;/square or more and 24.0 k&OHgr;/square or less. The planar heater further may include a second base material disposed on the graphene film 3. |
