The objective of the present invention is to provide a heat exchanger and a heat pump system which are capable of reducing the amount of a cooling medium that collects in an outside heat exchanger during heating operation, and of decreasing the appropriate amount of the cooling medium during heating operation. A vehicle-external heat exchanger (11) is provided with a hollow first header (31), a hollow second header (32) provided facing the first header (31), and a plurality of tubes (33) provided between the first header (31) and the second header (32), said tubes (33) being connected to the first header (31) and to the second header (32), wherein: a dividing panel (35) which divides the interior of the first header (31) is provided in the first header (31); a first opening (36) is formed towards the dividing panel (35) in the first header (31) between the upper section of the first header (31) and the dividing panel (35); when functioning as a steam generator, a cooling medium is supplied from the lower part of the first header (31) or of the second header (32), and the first opening (36) becomes an outlet for the cooling medium.
