The present invention relates to a method of making a multi-layer control device forming a valve. A first adhesive layer (300) is applied on a release liner and a base layer (310) is applied on the first adhesive layer. The base layer has a top face and a bottom face and the bottom face is disposed on the first adhesive layer. A second adhesive layer (320) is then discontinuously applied to the top face of the base layer, and a fluid layer (380) is applied on the base layer in an area of the base layer not covered by the second adhesive layer. |
