Provided are a device and a process for producing composite particles capable of adding a control agent for controlling a surface charge of particles such as a polymer electrolyte without being in excess or short and accordingly improving workability and production efficiency. The production device comprises a reservoir tank 1 for holding liquid containing either one of a first group and a second group of particles; dispersion state measuring means 2 for measuring a dispersion state of the particles in the liquid held in the reservoir tank; dispersion state storing means 33 for storing the dispersion state measured by the dispersion state measuring means when a control agent for controlling a surface charge of the particles contained in the liquid in the reservoir tank is added into the reservoir tank; and information outputting means 37 for outputting information indicating that the dispersion state of the particles in the liquid in the reservoir tank is a desired state, based on the dispersion state stored in the dispersion state storing means. |
