PROBLEM TO BE SOLVED: To provide a conductive roller capable of reducing the amount of emission of a VOC from the conductive roller, a manufacturing method of the conductive roller, a developing device using the conductive roller, and an image forming apparatus including the developing device.SOLUTION: There is provided a conductive roller 1 including a shaft body 2, an elastic layer 3 formed on an outer peripheral surface of the shaft body 2, and a urethane coat layer 4 formed by coating an outer peripheral surface of the elastic layer 3 with a urethane resin; and having an amount of a volatile organic compound emitted from the conductive roller 1 of 100,000 μg/mor less. Also provided are a manufacturing method of the conductive roller, a developing device, and an image forming apparatus. |
