The method also includes determining a location of a collocated reference block of video data in the first layer based on the location of the reference sample, and coding a current block of video data in the second layer relative to the collocated reference block.

A method of decoding video data, the method comprising: determining, by one or more processors, a location of a reference sample associated with a reference picture included in a first layer of video data of a multi-layer bitstream based on a location of a sample in a second layer of video data of the multi-layer bitstream that is different than the first layer and one or more scaled offset values, wherein the one or more scaled offset values indicate a difference in scale between the first layer and the second layer; adjusting, by the one or more processors, the location of the reference sample to determine an adjusted location for the reference sample that is located within the reference picture; after adjusting the location of the reference sample, determining, by the one or more processors, a location of a reference block of video data in the first layer based on the adjusted location of the reference sample; and decoding, by the one or more processors, a current block of video data in the second layer relative to reference data of the reference block in the first layer, wherein decoding the current block relative to the reference data comprises decoding residual data for the current block and reconstructing the current block based on a combination of the residual data and the reference data of the reference block.
