a configuration information acquiring unit configured to acquire configuration information representing a configuration of a device; an operation information acquiring unit configured to acquire operation information representing an operation state of the device; an estimating unit configured to estimate a first device maximum power and a first device minimum power in accordance with the configuration information, the first device maximum power being a maximum power consumed by the device, the first device minimum power being a minimum power consumed by the device; and a first power calculator configured to calculate a first power consumed by the device, in accordance with the first device maximum power, the first device minimum power, and the operation information, wherein the operation information is information representing a usage rate of a CPU included in the device, and wherein the first power calculator is further configured to calculate the first power in accordance with the first device maximum power, the first device minimum power, and the usage rate of the CPU.
