One method includes identifying a priority parameter associated with data to be transmitted on an uplink carrier; selecting, based at least in part on the identified priority parameter, between a first type of message for requesting uplink resources in a shared radio frequency spectrum band or a dedicated radio frequency spectrum band, or a second type of message for requesting uplink resources in the dedicated radio frequency spectrum band; and transmitting the selected type of message. |
