A meteorological information reception unit (10) acquires meteorological records for each time band of each day, and a meteorological forecast for a time band for which a prediction is required. A similar day extraction unit (13) categorizes time bands, which correspond to the prediction time bands for each day of the search range for which power generation results have been obtained, into similar time bands according to the kind of meteorological results for each time band. A prediction formula derivation unit (14) derives, on the basis of power generation results and extraterrestrial solar radiation for time bands having similar types of meteorological results, a power generation prediction formula that calculates, from the amount of extraterrestrial solar radiation in a time band for which a prediction is required, a prediction for the amount of power generated for a given meteorological result.
