The present invention provides a data packet sending method, device and system. The method comprises: a sending end device acquires coverage information of a reception end device; the sending end device determines whether the coverage information satisfies a first condition, the first condition being a condition when the reception end device uses a first sending mode, and the first sending mode being a data channel sending mode without an accompanying control channel; and if the coverage information satisfies the first condition, the sending end device sends the data packet to the reception end device by using the first sending mode. The method provided in the embodiment improves reception performance of a reception end device.
